The
following is extracted, and edited, from a letter sent by Glen Sage,
W4GHS, Virginia ARES Section Manager
We
are using the ARECC level one course as the minimum qualifications for
the Emergency Response
Team members for the Virginia Section. We will expect the
members
to work toward completing all the qualifications listed for the
National Response Team. These are as follows:
♦ ARRL’s ARECC Level 1
♦ Red Cross combined course in Adult CPR/First Aid Basics
♦ Red Cross online Introduction to Disaster Services
(www.redcross.org/flash/course01_v01/)
♦ FEMA IS-100 (Introduction to Incident Command System)
♦ FEMA IS-200 (ICS for Single Resource and Initial Action
Incidents)
♦ FEMA IS-700 (National Incident Management System)
The individual filling the role of Emergency Response Team member must
have high performance standards, qualifications, experience, and the
ability to work with a diverse group of team members that will be
required to provide relief to the affected areas. He or she must be
able to work efficiently in a disaster relief operation under the most
adverse conditions.
Additionally, a member should have demonstrated ability to be an
effective team player, in crisis situations, a strong personal desire,
and strong interpersonal communication skills. A knowledge of how ARRL,
Red Cross and other agencies function at both the national and local
levels is helpful. A working knowledge of the incident command system
is useful as many events are managed under this system.
Members should be respected and recognized by officials and peers as a
competent communicator, and should understand a broad range of disaster
response organizations' capabilities and communication requirements.
Obvious, perhaps, but important: Members must be available with the
consent of their employer to participate!
They should be physically fit to perform arduous work under adverse
environmental conditions. We will also be expecting the membership to
comply with a criminal background check through law enforcement to
insure that team members comply with requirements.
If you have an interest in serving on the (ERT) Emergency Response Team
please send an e-mail to our SEC Henry Wyatt, K4YCR asking that you be
placed on the team. Please have your EC or DEC to e-mail a
recommendation to Henry that he or she endorses your selection to the
team. If you are interested in serving on the national team
and
have the qualifications listed above you should include this on your
e-mail and the SM will place you in the ARRL national emergency
response database.
At this point we are uncertain how many teams that we will have for the
section. That decision will be made based on the number of
volunteers. The program is in it's infancy at this
point.
Bart Bartholomew, N3GQ is currently writing the qualifications and
response plan for these units.

indicating your willingness to serve and have your EC or DEC send a
recommendation to Henry that you be placed on the team. Make
sure
that your contact information on the online ARES registration form is
current and correct.
In the event of major disasters it will be impossible for any local
ARES unit to care for all the communications demands that may be
required of them. This will allow us to respond with the
needed
resources from across the section or if required from across the nation.
Thank you for taking the time to complete ARECC level one and I would
hope that you are willing to put this training to work as a member of
our (ERT) in the Virginia Section.

DEC, Tom Goyne,
N4NSP, made this announcement on August 17th.
As of this week, Dick
Graziano, W3EDR, is the new EC for Mathews
County. Dick lives in Cobbs Creek and has a several
complete HF and VHF
stations at his house with mobile and portable capabilities. His radio
equipment operates totally off the commercial power grid, and is
powered by solar and wind power. Dick has been a ham radio operator for
50 years.
Dick also has a K-network packet node at his home QTH: MATHWS or
W3EDR-2. The node also has a PBBS, K3EDR-1. The node makes good
connects to SALUDA, TIDE, and to the KR4MA BBS -- adding a needed
reduntant path in and out of the Middle Peninsula.

NOTES
The
Hampton Public-Service Team (HPT) is raffling radios donated by Bruce,
WA8KLH, and Mike, KQ6IN. It is 1 raffle and 2 separate winning tickets
will be drawn. Both radios are Radio Shack HTX-10's which are 25 watt,
10 meter mobile rigs. The rig operates on SSB and FM but not CW as the
previous version (the HTX-100) did. One is brand new in the box, only
tested to check that it is receiving. The other is in very good
condition (almost new).
The winning tickets will be drawn at the HPT monthly breakfast, 8:00
am, September 29th. The breakfast is at the Golden Corral on Mercury
Blvd, next to Hampton Chevrolet.
Tickets are $5 each or 3 for $10. Tickets may be requested by email to
N4STU as indicated at the bottom of the newsletter. I will
reply
with your ticket numbers. Your email is your IOU. Checks may be made
out to W4HPT and mailed to 115 Garrett Dr., Hampton, VA
23669.

just wanted to send a quick email to ask for your help. My
son (Chip) does a lot with photography and has done some
camera
work for a few commercials and a show on the Discovery Channel, as well
as written a couple of short films. Well, he has entered the
Heinz "Top this TV challenge" where they asked people to make their own
Heinz commercial. Chip made a commercial and sent it
in.
There were over 4,000 entries and the people at Heinz picked Chip as
one of the 15 semi-finalists. At this point, Heinz has said
it is
up to the public to decide who the winner is and whose commercial will
air on TV. This is a great opportunity for Chip.
