Here is the latest edition of Stu's (N4STU) Southern Peninsula Amateur Radio Klub newsletter - The SPARKGAP. Stu writes
This is the Public Service time of the year. PLEASE help when you
can. Even a little help goes a long way. Several of these events
provide District 7 with funds. These funds mostly go into equipment for
the emergency trailers. These trailers will be worth their weight in
gold when, not if, a disaster hits this region.

1. At the Manassas (Virginia) Hamfest on June 16, 2006,
newly-elected ARRL VA Section Manager Glen Sage, W4GHS, was introduced to the
group attending the ARES meeting. Mr Sage gave a brief talk on his vision of how
the section should run and the necessity to work together with all other
licensed amateurs regardless of any organizational affiliations. Also at the
same meeting, Section Emergency Coordinator (SEC) Brad Taylor, KW4USA, presented
Ass't to the SEC-Digital Earl Moore, KR4MA, with a plaque thanking him on behalf
of all of the hams in VA for all of his hard work in maintaining the statewide
Virginia Digital Emergency Network. Mr Taylor announced that Dick Becker, W6LWG, has accepted the
appointment to the position of Ass't Section Emergency Coordinator. Mr Taylor
also announced the formation of a new position on the section-level staff. Joe
Safranek, K4JJS, was appointed to the position of Ass't to the SEC for Training.
The purpose of this position is to develop and coordinate ARES training
activities throughout the section. Safranek was also recently appointed by the
Gloucester County Board of Supervisors to act as the county RACES Radio Officer.
2. In other District 7 news, Chris Hosman, KC4F, ARES Emergency
Coordinator for the City of Hampton, was named as Hampton's Citizen Corps
Volunteer of the Year. Since he completed the Community Emergency Response Team
(CERT) training in October of 2002, he has been an active member of the CERT
development group with the Office of Emergency Management (OEM), providing
suggestions, leadership and continuity for this group. He has worked closely
with the OEM to completely re-write the City's Emergency Communications Plan.
Meeting frequently and revising procedures that encourage the City's over 350
amateur radio operators to take part in the city’s emergency communications
response, he assisted in the developing of various levels of participation
within the plan to meet the needs of the amateur radio operators. Mr. Hosman is
an active member of the Peninsula Electronic Amateur Radio Society (PEARS), the
Southern Peninsula Amateur Radio Klub (SPARK) and has been a vital part of the
development of the Hampton Public Service Team. He was instrumental in
organizing several classes to help citizens interested in ham radio operations
to successfully pass the licensing exam and is also active in activities with VA
ARES District 7. Chris Hosman’s continuing volunteer service provides an example
for others who desire to get involved in the citizen’s role of emergency
preparedness and response. His vigilance, leadership and tenacity have proven to
be a vital asset to the Hampton Emergency Management Program.73,
